Early Neighborhood Notification (ENN) Notes
An ENN was scheduled and held 12/27/04 at the Elk's Club. About 25 people attended. Concerns listed on main page were reiterated about traffic, noise, density, water use, drainage, and loss of access. A new topic was that of light pollution which has been added to our summary of concerns.
In addition to physical features of the proposal, it was also reiterated that there may be several elements of City Infrastructure that will need considerable examination and possible improvement. Examples were utility capacities, and neighborhood offsite traffic control issues with speed volume and poor intersection controls that may require re-design and upgrade.
Another major topic was that of "questionable public notice." Concerns stemmed from the fact that the meeting itself was scheduled for 12/27, a date that many people could not attend. In fact the turnout of 25 or so people was far different than the 80+ that came to the Parks proposal ENN. Additionally, the placement of the ENN notice at the Calle deLeon end was such that the sign was barely visible, and certainly not readable. The sign at the Cristobal end had an unclear time... In light of all this Mr. Branch agreed to schedule another official ENN with better public notice.
